Advancing Offshore Infrastructure

Samsung Heavy Industries has entered into a strategic engineering agreement with Dallas-based firm Mousterian Corporation. The partnership marks a significant step forward in the development of a floating data center project intended for deployment in Texas. Both organizations will collaborate on the fundamental design, technical engineering, and production strategy for the proposed facilities.

The vision for these floating units involves providing 50 MW of critical IT capacity. By operating on water rather than traditional land-based sites, the developers aim to optimize space usage and operational efficiency.

Efficiency and Construction Benefits

According to Mousterian, the shipyard-based construction method offers a distinct advantage in project timelines. Because fabrication occurs in a shipyard, the construction process can move forward simultaneously with site preparation. As noted by Min Suh, CEO of Mousterian:

«Because the facility is built in a shipyard, fabrication advances in parallel with sitework rather than after it, a schedule and scale that conventional delivery methods cannot match.»

Samsung Heavy Industries, drawing on fifty years of maritime engineering expertise, plans to ensure these data centers adhere to the high standards of quality and reliability typical of the offshore sector. Sung-an Choi, CEO of Samsung Heavy Industries, stated that the company intends to deliver these facilities with the same rigor that defines their maritime track record.

Sustainability and Regulatory Challenges

The design team notes that the floating facilities are intended to minimize environmental impact. The cooling system is designed to avoid using potable water and eliminates the discharge of water into surrounding areas. Additionally, by removing traditional air-cooled chillers and fans, the project aims to reduce noise pollution significantly.

Despite these technological advancements, the project faces a complex regulatory environment in Texas. Governor Greg Abbott has currently paused new grid connections with the Electric Reliability Council of Texas (ERCOT) to allow for a thorough review of pending applications. With data centers making up nearly 90% of the 474 GW in requested connections, regulators are demanding more transparency regarding power generation and water consumption.

While floating infrastructure offers a potential solution for land scarcity and cooling needs, it remains to be determined whether these water-borne facilities will be subject to the same stringent audit requirements as traditional land-based data centers under the new state mandates.
