Empowering Security Organizations with AI

OpenAI has officially launched a significant new initiative titled Daybreak for Frontline Defenders. The program aims to support security organizations that face resource limitations by providing $1 billion in AI credits, enabling them to leverage advanced technology to strengthen their digital defenses.


Understanding the Daybreak Program

Daybreak serves as a specialized cybersecurity program that equips vetted professionals with tailored AI tools and models. Originally introduced in May, the program features two primary tiers:

  • Blue Tier: An entry-level option offering a general-purpose model with custom-tailored safety guardrails.
  • Red Tier: A more advanced, purpose-trained cybersecurity model with minimal restrictions to maximize efficiency for security tasks.

Currently, thousands of security experts across approximately 2,000 organizations—including law enforcement, defense entities, and private cybersecurity firms—are already utilizing these tools.


Distribution and Priority Access

While the initiative is designed to be global, OpenAI stated that the initial rollout will focus on the United States, aiming to distribute these credits over the next six months. The company has established a priority list for organizations seeking access to the subsidized tokens:

“Businesses operating essential services such as water and wastewater systems, and electric grid operators, will get priority, followed by state and local governments, community banks, nonprofits, and open-source maintainers.”

Expanding Beyond Financial Subsidies

The commitment extends beyond mere token credits. OpenAI intends to provide enhanced hands-on support, comprehensive training, and strategic partnerships to help frontline defenders maximize the effectiveness of the AI models. Additionally, the company is launching a pilot program in collaboration with the Multi-State Information Sharing and Analysis Center (MS-ISCA).

This pilot program specifically targets the public sector, with a focus on water infrastructure. It is designed to assist local, tribal, and territorial defenders in validating security findings and coordinating remediation efforts, with the goal of creating a scalable framework that can eventually be applied to other sectors.
