This agreement is particularly noteworthy as it involves register-transfer level (RTL) code—the blueprint that defines how a processor functions before it is physically manufactured into silicon.

Historically, Intel has maintained strict control over its x86 intellectual property, rarely licensing its processor designs to external entities. However, as the company pivots its low-power computing strategy toward modern E-Core architectures, it appears to be opening the door for licensing older, legacy designs that still hold value for specific market segments.


The Legacy of Atom Technology

The Atom processor family was originally engineered for energy-efficient computing, balancing performance with low power consumption and minimal heat output. These chips have long served as the backbone for:

  • Networking hardware

  • Low-power laptops and Chromebooks

While Intel now prioritizes newer microarchitectures like Gracemont for its E-Core line, the Atom portfolio remains a viable solution for specialized applications. Connections and Industry Ties

RosaicLabs, incorporated in May 2026, has quickly become a subject of industry scrutiny due to the professional backgrounds of its leadership. The startup was founded by former employees of Rivos, a company recently acquired by Meta. Furthermore, Rosaic CEO Amarjit Gill shares a deep professional history with Intel executive Lip-Bu Tan.

Industry observers note that Gill and Tan have a history of successful early-stage investments, most notably with Nuvia, which was eventually acquired by Qualcomm. While these connections have raised eyebrows, both companies have remained silent on whether personal relationships played any role in the licensing agreement.

Although the exact version of the Atom architecture provided to Rosaic remains undisclosed, analysts speculate it could include the Tremont microarchitecture. Whether this deal signals a broader shift in Intel’s licensing strategy or is merely an isolated case remains to be seen.
